The new regulations establish a voluntary Medicare Shared Savings Program, which aims to help doctors, hospitals, and other providers improve their ability to coordinate care across different healthcare settings.

Healthcare providers who meet a set of quality standards will be able to share in any resulting savings. The quality measures include: patient experience, care coordination and patient safety, preventive health, and caring for at-risk populations.

Essentially, healthcare providers who offer a greater quality of care will receive greater savings, with the potential to earn up to $940 million in savings over the next four years.

Here are some key facts about neuroblastoma and the funding:

Neuroblastoma attacks the sympathetic nervous system - which controls heart rate, blood pressure, and digestion - with aggressive tumors unique to each child.
Neuroblastoma affects one out of every 100,000 children every year and is responsible for one in seven pediatric cancer-related deaths.
The Food and Drug Administration has only approved one new treatment for childhood cancer since 1980, compared with 50 treatments for adult cancers.
The new personalized medical trial is mainly being funded by parents of children with neuroblastoma and their foundations.
The trial hopes to develop "real time" processing of information on patient tumors and predict the best drugs for a specific patient.

Maxwell Technologies Inc. recently announced its plans to open a new manufacturing plant in Peoria, a nearby suburb of Phoenix. The project will create anywhere from 150 to 200 jobs and will inject $26 million into the local economy.

San Diego-based Maxwell Technologies creates energy-storage and power-delivery products for the transportation, industrial, and telecommunications industries. The company's ultracapacitors can be used in computers, buses, hybrid and electric vehicles, and wind turbines, among other things.

According to an article by The Arizona Republic, Maxwell Technologies chose Peoria as the site for its new facility because of the state's renowned universities, a favorable business climate backed by state economic development groups, and low electric rates.

The company plans to begin hiring for the new facility next year. Positions are available for manufacturing, technical, and administrative professionals, with the average employee earning abut $50,000 per year.

Maxwell plans to hire factory workers and technicians first, and will add more research and engineering-related work over time. Assembly work will be contracted to manufacturers in Mexico, Central America, and Asia.

The treatment, which has been dubbed Yervoy, is the first therapy for inoperable or metastatic melanoma approved by the Food and Drug Administration in more than 10 years.

"At CTCA, we realize that time is precious when you or a loved one are fighting cancer. When an innovative treatment comes along, we do our best to bring this option to our patients quickly."

Yervoy is unique because it treats a patient's immune system instead of the direct tumor. The treatment is administered in four, 90-minute infusions over a period of three months. Patients who use the treatment have a higher survival rate after one and two years.

As the local economy continues to recover on a monthly and yearly basis, construction jobs in Fort Lauderdale are still lagging behind.

During March, Florida's unemployment rate decreased from 11.5 percent to 11.1 percent, which is still well above the national average of 8.8 percent. The most recent rate for Ft. Lauderdale, which was in February, came in at 9.7 percent.

The Ft. Lauderdale-Pompano Beach-Deerfield Beach area employed a total of 708,800 workers during March, which is up from 706,300 workers during February and a .5 percent increase from last year, according to the Bureau of Labor Statistics.

That low yearly increase in employment is due to the fact that there were more industries that lost jobs between March 2010 and March 2011 than those that gained jobs during that time. A total of six industries saw a yearly employment decline, while only four saw an increase in employment.

The construction industry fared the worst over the year, declining by 6.7 percent to 29,200 employees. That was followed by the manufacturing industry, which decreased by 3.8 percent to 23,100 workers, and the financial activities industry, which dropped by 2 percent to 53,000 jobs.

The information industry decreased by .6 percent to 16,200 workers, while the other services industry declined by .3 percent to 31,100 employees, and the government industry dropped by .1 percent to 101,300 jobs.

At the other end of the scale, the leisure and hospitality industry added the most workers over the year, growing by 3.6 percent to 80,600 workers. That was followed by the education and health services and professional and business services industries, both of which increased by 1.5 percent over the year, totaling 96,600 jobs and 118,300 jobs, respectively.

The trade, transportation, and utilities industry also saw a yearly increase in employment during March, growing by 1.2 percent to 159,300 workers.

Industries that saw a monthly increase in employment include:

The number of IT jobs Phoenix has to offer is continuing to grow, thanks in part to a local technology organization.

Science Foundation Arizona recently released "Measuring Up 2011," a report on the progress of the organization and the state's technology industry, which found that SFA is succeeding in bringing much-needed tech jobs and revenue to Arizona.

The report found that between 2007 and 2009, SFA awarded more than 140 individual grants totaling almost $120 million, including 101 research grants worth about $80 million and 41 education grants worth about $37 million.

The research-based grants alone led to the creation of 1,151 jobs and 16 technology companies throughout Arizona. The funding also resulted in the filing or issue of 84 patents and 11 technology licenses.

The education-based grants have supported science, technology, engineering, and math programs for K-12 students and teachers. A total of 160,000 students, 2,900 teachers, and 223 graduate research fellows have participated in those programs.

The report further found that every dollar SFA awards to an education or research institution results in an additional $3.06 in industry-matching and non-state research funding, including venture capital, federal grant awards, and nonprofit funding.

Other key findings of the report include:

Arizona had about 156,000 technology employees in 2009.
Technology employees earn an average salary of more than $76,000.
The state's technology industry only decreased by 6.4 percent during the economic downturn.
Employment in aerospace and defense grew by 8.1 percent during the recession.
The state's biosciences sector saw employment increase by 7 percent over the two-year period.
Aerospace and defense and biosciences account for one of every three technology jobs in Arizona.
Advanced manufacturing employment dropped by 24 percent during the downturn.
Employment in computer hardware decreased by 16 percent during the recession.

Alfalfa's recently announced its plans to open a new grocery store on April 22nd in Boulder. That store, which is located at the site of a former Alfalfa's store, will create hundreds of new jobs and provide more healthy shopping choices for local residents.

Tampa Government Jobs Hindered by Low Federal Funding

A recent report from Florida TaxWatch found that Florida received less federal funding from the American Recovery and Reinvestment Act than most other states, even though the state pays more federal taxes than most others.

During 2009, Florida received about $500 less per resident in federal stimulus funding than the national average. At the same time, the state paid $1.14 in taxes for each federal funding dollar it received, while 26 other states paid less than $1 in taxes for each dollar received.

If Florida had received the national average in grants during 2009, the state would find itself with an additional $10.6 billion in federal funding, which would translate into hundreds of thousands of new jobs for local and state government agencies.

That extra funding also could be used to put more money toward the unemployment compensation fund debt, pay for increasing Medicaid costs, and work toward closing the massive budget shortfall the state is currently facing.

"In these difficult fiscal times, Florida needs to seize opportunities to maximize its collection of eligible federal revenue instead of cutting core service and programs that Florida's most vulnerable populations rely on," the report notes. "One such way is to create a centralized system, such as a Grants Clearinghouse, for securing these dollars through a grant drawdown system – a recommendation that has been analyzed and long-supported by Florida TaxWatch. This recommendation ... could bring the state billions."

A small number of oncology jobs will be created by a new round of funding for an up-and-coming cancer center.

The Del E. Webb Foundation recently announced that it will donate $2 million to the Arizona Cancer Center to support the new facility's recruiting and hiring efforts. Initially, the center plans to hire four medical oncologists and two radiation oncologists.

The cancer center's clinical operations are slated to begin this summer on the St. Joseph's Hospital campus in central Phoenix. Those operations will move to a new 250,000-square-foot outpatient facility on the Phoenix Biomedical Campus by 2013.

"We are extremely grateful to the Del E. Webb Foundation for this leadership gift to assist in the launch of our Arizona Cancer Center clinical and translational research programs in Phoenix," David S. Alberts, MD, director of the Arizona Cancer Center, said in a statement.

The Del E. Webb Foundation already has a strong relationship with Arizona Cancer Center, as it funded the Del E. Webb Laboratories for Basic Cancer Research on the third floor of the center's Sydney E. Salmon MD Building.

Fundraising Jobs Remain Even on Effectiveness

The most recent Nonprofit Fundraising Survey found that the number of charities that received a higher amount of donations last year and the number of those that lost money were pretty even.

Overall, about 36 percent of charities brought in more private contributions during 2010, while 37 percent of charities saw a decline in donations, and 26 percent of charities reported that funding amounts remained even over the year.

The biggest reason for the decline in funding is that the economy caused fewer people to donate money, and those who did donate were offering smaller amounts.

The survey further found:

Organizations in arts, education, environment and animals, and human services saw an equal percentage of increases and decreases in donations.
International organizations were more likely to see an increase in contributions, mainly because of donations for disaster relief.
More organizations in health, public society benefit, and religion saw decreases in donations than increases.
Organizations with larger annual expenditures were more likely to see increases in contributions.
About 22 percent of charities replaced some paid positions with volunteer positions, up from 15 percent during 2009.
Looking ahead to 2011, 47 percent of charities plan to increase their budget, while 33 percent plan to maintain their current budget levels, and 20 percent plan to cut their budget.

The survey is a joint project among the Urban Institute's National Center for Charitable Statistics with GuideStar, Indiana University's Center on Philanthropy, the Association of Fundraising Professionals, the Foundation Center, and Blackbaud.

Many Gambling Jobs Still Supported by Local Casino Industry

Tens of thousands of casino jobs were lost over the past decade as fewer people visited casinos and casino revenue declined. However, Mississippi's casino industry still supports many gambling jobs across the state.

A new report from the John C. Stennis Institute of Government at Mississippi State University found that 24,789 people - about 2.12 percent of the state's total employment - were employed by casinos and casino hotels across the state during Q2 2010.

The casino and casino hotel industry lost 14,769 employees, a decrease of 37.3 percent, between Q2 2000 and Q2 2010. Casinos alone lost 12,540 jobs, a decrease of 36.6 percent, while casino hotels lost 2,229 workers, a decline of 42.9 percent.

That drop in employment caused casino and casino hotel payrolls to decline as well. Payrolls fell from $907.3 million during 2000 to $750.5 million during 2009, a loss of $156.9 million.

Revenue at casinos across the state also declined, dropping from $2.649 billion during 2000 to $2.465 billion during 2009. This means the state lost about $184.6 million, a decrease of 6.97 percent, in casino revenue during that time period.

Part of the reason for that revenue decline is that fewer people have been visiting casinos in Mississippi. A total of 33.65 people went to casinos in 2009, which is a decrease of 22.38 million from the 56.03 million who did so during 2000. That being said, fewer out-of-state visitors went to casinos between 2000 and 2009, but the number of Mississippi residents who visited casinos actually increased.

"Combined with our planned implementation of new technologies, the realignment of Copart's business and corporate operations will allow us to better respond to the needs of our clients and the global market."

The company's move to the Dallas area is good news for the local economy, which continues to recover from the economic downturn. During December, the area's unemployment rate dropped from 8.3 percent to 8 percent, which was well below the national average at the time of 9.4 percent.

According to the U.S. Bureau of Labor Statistics, the Dallas-Plano-Irving area employed about 2,050,700 workers during December, which is up from 2,045,900 workers during November and a 1.4 percent increase from the previous year.

A new report from the W.P. Carey School of Business at Arizona State University found that the Phoenix-Mesa Gateway Airport supports more than 4,000 jobs and injected $685 million into the local economy during 2010.

Employment increased at the airport by 45 percent and outside of the airport by 86 percent when compared to 2008. At the same time, economic activity increased at the airport by 121 percent and outside of the airport by 86 percent.

The study included both direct spending from visitors at the airport and indirect spending from visitors in the area. Those activities totaled $378.5 million, and when added with rounds of re-spending the money, totaled $685 million.

"A well-functioning airport serves as a portal that welcomes commerce and visitors into the region," Lee McPheters, a research professor who led the study, said. "Compared to just two years ago, visitor spending from travelers arriving at the Phoenix-Mesa Gateway Airport is up by more than 80 percent. These air visitors alone spent more than $68 million last year, and that created more than 1,000 local jobs."

Other highlights of the report include:

The airport housed 44 employers and 1,145 jobs.
About 212,000 people visited the airport last year.
Those visitors supported 1,024 jobs and spent $68.9 million outside of the airport.
About 259 jobs and $36.4 million in economic impact were created by capital improvement and construction projects at the airport during 2010.

Fort Lauderdale Teaching Jobs Among Three Growth Industries

Fort Lauderdale teaching jobs were among only three industries that increased at the end of last year.

During December, Florida maintained a relatively high unemployment rate of 12 percent for the second consecutive month, well above the national average of 9.4 percent. The Ft. Lauderdale area had an unemployment rate of 10.8 percent during November, the latest month for which data is available.

As a whole, the area fared much better on a monthly basis than on a yearly basis during December, employing 703,100 workers. That's up from 699,800 workers during November, but a .7 percent decrease from the previous year, according to the U.S. Bureau of Labor Statistics.

The trade, transportation, and utilities industry experienced the largest growth during December, adding 1,500 workers. That was followed by the leisure and hospitality industry, which added 1,200 jobs that month.

In addition, the government industry added 700 jobs; the professional and business services industry grew by 500 jobs; and the manufacturing industry added 200 job. Employment in the other services industry remained unchanged over the month with 32,300 jobs.

Only four industries lost workers over the month, including: construction by 400 jobs; education and health services by 200 jobs; and information and financial activities by 100 jobs each.

Unfortunately, only three industry experienced employment gains between December 2009 and December 2010. The other services industry grew the most, increasing by 3.9 percent, followed by the education and health services industry's growth of 1.7 percent and the leisure and hospitality industry's rise of .3 percent.

Oncology Jobs Created by New Radiation Center

A new radiology center will create thousands of oncology jobs (Click here) in Ohio.

Ohio State University recently received a $100 million grant from the Health Resources and Services Administration. The funding will allow the university to build a radiation oncology center as part of a $1 billion expansion of the OSU Medical Center.

Construction of the new oncology center will create up to 5,000 temporary construction jobs; 6,000 permanent university jobs; and 4,000 jobs at businesses near the campus by 2015. Anyone applying for these positions may have to undergo an Ohio records check.

"(This award will) provide needed inpatient and outpatient clinical care, while at the same time making substantial improvements in their research capabilities," HRSA Administrator Mary K. Wakefield told The Columbus Dispatch.

In recent years, the OSU Medical Center has seen an increased demand for radiation services used to treat cancer, but did not previously have the funding to expand those services. That being said, the new radiation oncology center is expected to improve the lives of numerous patients.

Funding for the grant was included in the Patient Protection and Affordable Care Act passed by Congress last year. OSU beat out more than six other schools for the funding and was the only university chosen to receive the grant money.

In order to be eligible for the grant, OSU had to prove that the Medical Center is necessary in order to provide more access to healthcare throughout Ohio. In addition, the funding could not make up more than 40 percent of the total project cost.

Thousands of Chain Jobs with Dollar General

The majority of the new stores will be located in the 35 states where Dollar General already has a presence. However, three new states - including Connecticut, Nevada, and New Hampshire - will see these stores for the first time.

Houston Manufacturing Jobs Moving

One company's move to a nearby suburb will result in the loss of several Houston manufacturing jobs.

Insteel Industries Inc. recently announced that it will consolidate the company's manufacturing facilities in Texas and move those operations to a plant in Dayton, which is about 50 miles from Houston. That move will result in the loss of about 67 Houston jobs, while Dayton will gain about 19 workers.

The announcement came after Insteel purchased Houston-based MMI Product Inc.'s Ivy Steel & Wire Inc. The Houston facility will close up shop at the end of February 2011 and the company's manufacturing equipment will then be shipped to the Dayton location.

According to the Houston Business Journal, Insteel is a North Carolina-based company that produces steel wires. The company's move to nearby Dayton was somewhat expected after it acquired the local manufacturing business.

"Considering the ongoing weakness in our markets and reduced utilization levels at both Texas facilities, we believe these actions are essential to reducing our operating costs and strengthening our competitive position," H.O. Woltz III, president and chief executive officer of Insteel, said in a statement. "We do not take the decision to close a facility lightly and are committed to making the transition as smooth as possible for the employees who are impacted."

The move should have a minimal impact on the Houston area's manufacturing industry, which in recent months has begun recovering from the economic recession, as has the local economy as a whole.

The manufacturing industry employed 221,800 workers during October, which is up from 221,400 workers during September and a 1.2 percent increase from last year, according to the U.S. Bureau of Labor Statistics.

Atlanta Work Increases During March

More unemployed people have had luck finding Atlanta work as of late.

During March, the Atlanta-Sandy Springs-Marietta area's unemployment rate decreased from 10.7 percent to 10.4 percent, following a decrease from 10.8 percent during February. Despite those increases, the area's rate was still higher than the national average at the time of 9.7 percent.

The Atlanta area had a total non-farm employment of 2,247,000 workers during March, according to the U.S. Department of Labor Bureau of Labor Statistics. This is up from 2,237,100 workers during February, but a 2.9 percent decrease from last year.

Six industries managed to see a monthly increase in employment during March, including: construction by 400 jobs; trade, transportation and utilities by 2,600 jobs; professional and business services by 2,100 jobs; leisure and hospitality by 6,000 jobs; other services by 1,300 jobs; and government by 1,000 jobs.

Employment in the mining and logging industry remained even over the month with 1,200 jobs. Three industries managed to see a yearly increase in employment during March.

The other services industry added the most jobs over the year, growing by 2.4 percent to 100,600 workers, while the leisure and hospitality industry increased by .2 percent to 222,700 workers.

The education and health services industry employed 273,600 workers during March, down from 273,800 workers during February, but a 1.8 percent increase from last year.

Despite adding workers over the month, the construction industry took the biggest hit when compared to last year, losing 16.1 percent of its workforce between March 2009 and March 2010, when it employed 89,700 workers.

Austin Jobs and Education Create Wage Disparities

The city is growing in nearly every way possible, but there is still a big difference between what educated and non-educated workers earn in Austin jobs.

"The State of Metropolitan America: On the Front Lines of Demographic Transformation," a recent study from the Brookings Institution, found that while Austin is becoming bigger, younger, more diverse and more educated, there is an increasing gap between education levels and income.

During 2008, 47 percent of non-Hispanic whites older than 25 in Austin had a bachelor's degree, while 23 percent of African Americans and 17 percent of Hispanics had one. That has led to Austin's 12th-place ranking for the highest wage disparity.

The report examined the demographic transformations that occurred between 2000 and 2008 in America's 100 largest metro areas. Results revealed that the Dallas-Fort Worth-Arlington and Houston areas are facing similar problems as Austin.

"The message is if you want to know what American society as a whole is going to look like in 10 years, just look at these big metro areas," Alan Berube, senior fellow and research director at the Brookings Institution's Metropolitan Policy Program, and one of the report's authors, said. "That's where we're headed."

For the most part, Austin is similar to the other metro areas included in the report. However, the city defies aging trends and has one of the fastest growth rates in terms of child population. Austin has the fifth-largest share of children and is tied for the fifth-largest share of married couples with children.

Other findings of the report include:

Even though the nation as a whole is growing larger, older and more diverse, cultural gaps between older whites and younger minorities are continuing to grow. There are now more than 100 million baby boomers and seniors throughout America. At the same time, one-third of the nation's population is non-white.
Immigration is one of the biggest factors causing various areas throughout the country to grow. About one in four American children have at least one parent who is an immigrant.
More than one in three adults had a post-secondary degree during 2008, which is an increase from one in four during 1990. However, African Americans and Hispanics, which make up a big chunk of the workforce, are more likely to not have a bachelor's degree.
Households saw inflation-adjusted income decrease by more than $2,000 between 2000 and 2008. In addition, poverty is moving to the suburbs of many large metro areas, with the number of residents living in poverty increase by 15 percent since 2000.

"State Bioscience Initiatives 2010," a new report from the Biotechnology Industry Organization and Battelle Memorial Institute ranked North Carolina seventh in the nation for total bioscience occupational employment with 23,630 workers in the industry.

California led the nation in bioscience employment, followed by Texas, Pennsylvania, New York, Massachusetts and Florida. The study looked at how states and regions are faring in their efforts to attract companies and jobs in the bioscience industries.

The Durham-Chapel Hill area ranked first among mid-sized markets for jobs in two employment concentrations in the life sciences industry. The area employed 8,270 workers in its research, testing and medical laboratories sector, and 6,755 workers in its drugs and pharmaceuticals sector.

Among all large-sized markets, the Raleigh-Cary area ranked fourth for the number of drugs and pharmaceuticals jobs with 3,331 employees, and ranked 11th for research, testing and medical laboratories jobs with 3,718 employees.

The Raleigh and Durham areas together accounted for 10,816 of the 18,789 drug and pharmaceutical jobs in North Carolina during 2008, and 12,988 research-and-testing company jobs that same year.

Part of the reason for North Carolina's success in the biotech industry is that between 2004 and 2009 the state received $6.49 billion from the National Institutes of Health for biomedical research centers and 2,308 bioscience-related patents.

In addition, the U.S. Food and Drug Administration conducted 579 clinical trials for the 10 largest disease categories in North Carolina during 2009.

Across the nation, employment should increase from 1,447,233 by 2006 to 1,710,876 by 2016, accounting for 263,600 additional jobs and a growth rate of 18.20 percent.

Emergency Management Jobs Training at Penn State Strengthened by LionReach

The Penn State Milton S. Hershey Medical Center recently purchased LionReach - a vehicle that features state-of-the-art technology for training hospital and other emergency staff - with a $1.5 million grant from the U.S. Department of Health and Human Services.

"The idea was to have a vehicle that we could take from place to place, that we could use to train people on multiple things," LionReach Program Coordinator Nancy Flint told Emergency Management.

One of the highlights of the trailer are the adult, pediatric and newborn-sized Laerdal mannequins meant to facilitate medical training. The mannequins, which can be remotely controlled by an instructor, provide a safe environment for people to practice without training on real patients.

"These things are so sophisticated that they breathe, talk, sweat - we can get fluids to come out of just about any portion of them - and they can be programmed," Flint said, adding that the trailer also has advanced airway heads, which allow trainees to identify alternate ways of airway management on adult and pediatric mannequins.

The medical center also used the grant funding to develop three computer-based preparedness simulations, including one for pandemic flu, one for blast mass casualty, and one for large-scale hospital evacuation.

The simulations are linked through a wireless network that allows for complex decision-making scenarios. The training seminars can be recorded, allowing instructors to show students how they reacted to a situation and provide additional insight.

"Everybody's mutual decisions kind of cascade down and may affect each other," Flint said. "So we're able to teach some of the hospitals to understand that their decisions are sometimes not right or wrong, but there are trade-offs."

LionReach also is outfitted with the materials to teach students about communication technology, such as 800 MHz radios, switching talkgroups, satellites, Webcams and video-conferencing equipment.

The medical center is now hoping to develop agreements with government agencies that would allow LionReach to be used as an incident command center during an emergency. Although the vehicle is not yet licensed for patient care, is has helped the medical center in some situations, such as the H1N1 outbreak.

The city had a total non-farm employment of 354,600 workers during January, according to the U.S. Department of Labor Bureau of Labor Statistics. This is down from 362,100 workers during December and a 4.1 percent decrease from last year.

No industries managed to see a monthly increase in employment. However, employment in the mining and logging industry remained even over the month and year with 1,800 jobs. Only two industries saw a yearly increase in employment.

The financial activities industry saw the biggest increase, employing 17,600 workers during January, down from 17,700 workers during December, but a 4.1 percent increase from January 2009.

That was followed by the education and health services industry, which employed 59,000 workers during January, down from 59,300 workers during December, but a 1 percent increase from last year.

The construction industry took the biggest hit when compared to last year. The industry employed 14,400 workers during January, down from 14,900 workers during December and a 23 percent decrease from January 2009.

The government industry saw the smallest yearly job loss. The industry employed 77,600 workers during January, down from 80,000 workers during December and a 2.5 percent decrease from last year.

No industries managed to add jobs on a monthly basis. Employment in the government industry remained even over the month with 101,800 workers. Only one industry saw a yearly increase in employment.

The education and health services industry employed 94,200 workers during January, which is down from 94,700 workers during December, but a 1.8 percent increase from January 2009.

Those with service jobs in Pittsburgh PA will never again have to worry whether or not they're receiving the going pay rate.

A citywide policy aimed at creating jobs that pay prevailing wages to service workers employed at city-subsidized developments has become law. The law requires developers that receive subsidies or other tax-incentives to pay the private-sector going rate to building service, food service, hotel and grocery workers.

"The law ensures Pittsburgh families will see more of their tax-dollars go toward creating good jobs," 32BJ SEIU President Mike Fishman said. "Cities around the country should get out of the business of creating poverty jobs."

During the past few years, some individual projects have required that prevailing wages be paid to workers in permanent jobs at subsidized developments, but no comprehensive citywide policies had been implemented.

While the Davis-Bacon Act requires that prevailing wages be paid to construction employees working on projects where federal dollars are used, no comparable federal requirements exist for permanent service jobs created at those same sites.

"Low-wage jobs in the service industry are keeping our families in poverty," Gabe Morgan, Western Pennsylvania director of 32BJ SEIU, said. "Developers should not benefit from tax breaks unless their plans include good jobs for our city's working families."

The new law also requires that city contractors pay prevailing wages to their workers. This places Pittsburgh among more than 140 cities that have set wage standards for their contracting programs, according to the National Employment Law Project.

Professional Engineering Jobs in Dallas through Streetcar Grant

A new round of funding that will bring a streetcar project to the area could create several professional engineering jobs in Dallas, as well as much-needed construction jobs and other permanent positions.

The City of Dallas recently received a $23 million grant from the American Recovery and Reinvestment Act to build a starter streetcar line from downtown to Oak Cliff. The funding the city is slated to receive is only about half of what officials originally requested.

Under the original proposal for a streetcar project, Dallas asked for $96 million that it would split with Fort Worth. However, as the grant total was reduced, Fort Worth was completely dropped from the plan.

According to an article by The Dallas Morning News, the project will not begin anytime soon, as it takes three years to even purchase streetcars. In addition, Dallas still has to evaluate the city's proposed route.

The grant will pay for a starter loop that is expected to reach Oak Cliff, but work will continue on a larger streetcar initiative that would cost $80 million and complement a second light-rail line downtown when it opens in 2016.

The starter loop will begin at Harwood and Main streets, then run along Main Street to Houston Street, where it will connect with the Dallas Area Rapid Transit Authority and Trinity Railway Express lines at Union Station.

The streetcar line also would stop at the Dallas Convention Center, Trinity River park, Methodist Dallas Medical Center, Oak Cliff Gateway and several residential areas.

Aside from the streetcar grant, the North Texas Tollway Authority also received a separate $20 million grant to perform work on State Highway 161. The two grants slated for Texas were part of 51 total grants given out.

Funding for the grants will come from a $1.5 billion special grant competition that brought in requests for more than $59 billion in funding.

Those seeking Los Angeles nursing jobs should consider working as a licensed vocational nurse.

The healthcare industry throughout the nation as a whole has remained stable despite the economic recession. Although the Los Angeles area has lost some jobs on a monthly basis, employment has increased over the year.

The Los Angeles-Long Beach-Glendale area's education and health services industry employed 520,200 workers during December 2009, according to the U.S. Department of Labor Bureau of Labor Statistics. This is down from 520,600 workers during November, but a 1.9 percent increase from December 2008.

Nursing is one of the most popular and most needed professions in the healthcare industry. Some areas throughout the country are having trouble finding enough qualified workers to fill open nursing positions. Along with registered nurses and licensed practical nurses, licensed vocational nurses are among the most popular nursing occupations.

Licensed vocational nurses care for ill, injured, convalescent or disabled persons in hospitals, nursing homes, clinics, private homes, group homes and similar institutions. Most LVNs work under the supervision of a registered nurse.

In order to become an LVN, you must first obtain the proper licensing. In addition, most employers prefer candidates with postsecondary vocational training. During Q1 2009, LVNs in the Los Angeles area earned an average salary of $22.92 per hour, according to the California Employment Development Department.

Positions for LVNs are expected to grow during the near future. Employment in Los Angeles County is expected to increase from 17,940 workers during 2006 to 20,180 by 2016, a growth rate of 12.5 percent.

Job Openings in Tampa Florida Created by Davidoff

One company's plan to relocate its headquarters to the city will help create nearly 100 new job openings in Tampa Florida.

The Oettinger Davidoff Group recently announced that it plans to move its current U.S. headquarters from Stamford, Conn., to an existing facility in Tampa, which will result in the creation of 90 new jobs and $10 million in capital investments.

According to the Pinellas County Economic Development, those positions will pay 150 percent of the average annual salary in the area. Officials in the county competed with counterparts in South Carolina for the project.

Davidoff, which is based in Switzerland, makes tobacco products and is known for its array of cigars. The company's new headquarters will provide warehouse and distribution to customers throughout the country.

Florida's target industry program will provide Davidoff with tax refunds for the new jobs it creates. The company also will receive funding from the Governor's Quick Action Closing Fund, including $240,000 from the state, $20,000 from the county and up to $64,000 in tax and fee reductions from Pinellas Park.

The additional jobs will be welcome in the Tampa area, which has continued to see a decrease in employment over the year.

During December 2009, the Tampa-St. Petersburg-Clearwater area's unemployment rate remained at 12.4 percent, following an increase from 11.8 percent during November. The area's rate is higher than the national unemployment rate at the time of 10 percent.

The area had a total non-farm employment of 1,163,100 workers during December, according to the U.S. Department of Labor Bureau of Labor Statistics. This is up from 1,159,800 workers during November, but a 4.2 percent decrease from December 2008.

Nashville Government Jobs

There are plenty of options for those considering Nashville government jobs.

The Nashville-Davidson-Murfreesboro-Franklin area's government industry employed 104,700 workers during December 2009, according to the U.S. Department of Labor Bureau of Labor Statistics. This is up from 104,600 workers during November and a .1 percent increase from December 2008.

The City of Nashville became tied with Davidson County during the 1960s in an attempt to avoid urban sprawl by dubbing itself the Metropolitan Government of Nashville and Davidson County. The government system offers many services, including police, fire, electricity, water and sewage treatment.

According to Wikipedia, the area's government is split into two districts: the "urban services district," which governs the boundaries of the former City of Nashville as they were set in 1963, and the "general services district," which includes the remainder of Davidson County.

There are seven smaller municipalities within the city and county government. Those municipalities use a two-tier system of government, with the smaller municipalities responsible for providing police services and the metro government responsible for providing other services.

Nashville itself is governed by a mayor, vice-mayor and Metropolitan County Council, which is made up of 40 members. Karl Dean currently serves as the city's mayor, while Diane Neighbors serves as the vice-mayor and president of the council.

The council serves as the legislative body of government for the city and county, with five members elected at large and 35 members elected to represent individual districts.

Although local elections are officially considered nonpartisan, the majority of the city's elected officials are Democrats. As far as state government, Democrats currently hold the majority of Nashville's state House of Representatives districts and state Senate districts.

When it comes to federal government, Nashville is split between two congressional districts, with most of the city located in the 5th District.

Democratic favoritism is no less prominent at the federal level, with only two instances of a Republican presidential candidate carrying the area. The city often favors Democratic nominees, despite the fact that the State of Tennessee as a whole often votes in favor of Republicans.

Miami Dade County Jobs Among Worst in Nation

The probability that unemployed workers will find Miami Dade County jobs is among the worst in the nation.

The most recent Job Search Difficulty Index ranked the Miami area 48th among the 50 best cities for job seekers, with only St. Louis, Mo., and Detroit ranking worse. The report is based on the ratio of jobless workers to the number of job openings advertised online.

The index found that Miami had 14.47 unemployed individuals per advertised job opening during December 2009. Florida as a whole fared slightly better, ranking 37th among all states, with 8.82 unemployed workers per advertised job.

Washington, D.C., was ranked as the best city for job seekers, with 1.87 unemployed workers per advertised job, while Detroit was ranked as the worst city, with 20.76 unemployed workers per available job.

The District of Columbia was ranked as the best state for job seekers, with 1.65 unemployed workers per job openings, while Michigan was ranked as the worst state, with 18.97 unemployed workers per advertised job.

Nevada Jobs Situation to Remain Bleak

With the state's economy one of the worst hit by the economic recession, those searching for Nevada jobs won't easily find reprieve this year.

Nevada saw some relief during November 2009, as the state's unemployment rate declined from 12.9 percent to 12.3 percent, but officials say unemployment is declining for the wrong reasons. In addition, jobs were still lost on a monthly and yearly basis.

The state had a total non-farm employment of 1,166,000 workers during November, according to the U.S. Department of Labor Bureau of Labor Statistics. This is down from 1,174,800 workers during October and a 6.1 percent decrease from November 2008.

As evidenced by the continuing decline in employment, many economists are predicting that, while the rest of the nation begins to recover, Nevada will continue to fall behind, and may not see any improvement until the middle of the year.

"It projects to be a slow, anemic recovery," Tom Cargill, an economist at the University of Nevada, Reno, told The Associated Press. "If I were a private businessman, I wouldn't be hiring or expanding. I just don't see much positive out there."

In fact, many economists are predicting that Nevada will see a jobless recovery, meaning there will be no employment growth as companies get by with their existing staff members.

"So those who remain are working harder, and we're seeing a huge increase in productivity," Cargill said. "But it's not sustainable."

Bill Anderson, an economist with the Nevada Department of Employment, Training and Rehabilitation, predicts the state's economy will "tread water through much of 2010," and will be lucky to see outright growth by late 2010.

"As a result, countless Nevadans will struggle over the next several months," he said, adding that any employment growth this year will be an improvement from 2009.

Elliott Parker, an economist with UNR, predicts that Nevada's unemployment rate will increase through spring if the state cuts jobs because of its impending budget deficit. However, he does not expect the unemployment rate to reach more than 14 percent.

"That's partly because I expect people to leave for jobs that are opening elsewhere," he noted.

More City of Orlando Jobs Cut by Top Employers

More of the top employers cut City of Orlando jobs (Click here) this year.

Orlando Sentinel's 2009 Top Employers survey found that, for the second year in a row, more companies in Central Florida cut jobs than added positions. From 2008 to 2009, those 100 companies eliminated 17,545 jobs, accounting for a 4.7 percent decrease in employment.

Of the companies included in the survey, 53 have fewer workers than they did last year, 38 have more workers and four have the same number of workers they did in 2008. The remaining five companies were not included in last year's survey.

This is a big hit to the economy, considering that more than one in every four workers in Central Florida is employed by one of the top companies. The survey includes employers and job seekers in Orange, Seminole, Osceola, Lake, Volusia and Brevard counties.

Companies on the list employ a total of 361,052 workers, which is a 2.5 percent decrease from last year. Walt Disney World, which is the largest single-site employer in the nation, employs 16 percent of workers included on the list and about 4 percent of all workers in Central Florida.
